Statement on Amendments to the Acts on Health Care and Social Welfare Professionals and the National Licensing and Supervisory Authority

The Finnish Association of Vision and Eyecare supports the objectives of the proposal to strengthen patient and client safety, clarify the supervision of healthcare and social welfare professionals, and streamline administrative processes. It is particularly important to ensure sufficient language proficiency, transparency in the recognition of qualifications, and the development of the powers of the supervisory authority while safeguarding legal protection and ensuring that decisions are based on a case-by-case and proportionate assessment. At the same time, data protection must be ensured, and regulation must not impose an unreasonable administrative burden, particularly on private service providers.

The Finnish Association of Vision and Eyecare emphasises that, in the further preparation of the proposal, greater consideration should be given to care pathways in eye care and the role of opticians and optometrists as part of the healthcare professional system.
